Steve Rubery

Chief Executive

Steve has over 35 years’ experience of working in the NHS, beginning his career as a pharmacist and being promoted to Trust Chief Pharmacist before moving into senior management where he held various roles in both provider and commissioning organisations.

Steve joined PELC as CEO in May 2022 from North East London CCG (NEL) where he was Director of Planning and Performance. Prior to this he was Director of Commissioning and Performance and Deputy Chief Executive of Barking and Dagenham, Havering and Redbridge CCG (BHR). Steve has a wealth of experience in the Urgent and Emergency Care arena having been the commissioning lead for UEC while at NEL and BHR and having managed ED Services at both Barking, Havering and Redbridge University Hospitals NHS Trust and Mid Essex Hospital Services NHS Trust.

Steve lives locally in Redbridge and is passionate about transforming UEC pathways in partnership with all stakeholders to improve the quality of services provided for the local population and to ensure that patients are seen in the most appropriate place by the most appropriate clinician, thereby reducing unnecessary demand on our overstretched hospital Emergency Departments.

Dr Shazia Mariam

Medical Director

I am a GP having graduated from the University of London. I have worked in Primary and Urgent Care for many years in various areas and organisations. I provide medical leadership to our clinical services by using my experience that I have gained through my various roles.
My passion lies in providing safe and high quality care to our patients. Alongside this I feel strongly about being responsive to my clinical and non clinical colleagues working together in providing our services to our patients.

Florence Zakari

Head of Resources(Estates, Finance, HR & IT)

A highly experienced and technically proficient financial accountant with extensive project management experience in the commercial and NHS Social Enterprise sector, I have worked at the board level in a number of urgent healthcare services since 2007. My ability to lead financial projects and critically evaluate work methods and processes to develop innovative solutions has successfully met business objectives. My varied experience includes Financial project management, financial accounting, Strategic Business Reviews, Cash Flow Management, Asset Management, Financial Performance and Corporate Financial Affairs.

Amos Doughan

Head of Governance, Nursing and Allied Health Professionals

I am registered nurse with over 20 years professional experience. I have been working in Governance for about 14 years in different capacities including heading clinical governance, patient safety, quality improvement, and risk management teams in a number NHS and non-NHS organisations in the UK.
I have strong passion for quality improvement and professional development of staff because they contribute to safe delivery of care.

Sabine Mohammad

Head of Site Operations

19 years experience in NHS, 13 years experience in management. I have managed several sites across General Practice, Extended Access Service and Urgent Treatment Centres.
